EPA and USACE Propose Definition of Waters of the United States

The Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers issued an Advance Notice of Proposed Rulemaking (ANPRM) seeking comments on the regulatory definition of 'waters of the United States'. This term is used with regard to federal jurisdiction over pollution incidents and dumping, among other things. Comments should be submitted by March 3, 2003. 68 Fed. Reg. 1991
